DESIGN AND IMPLEMENTATION OF A NATIONAL IDENTITY CARD SYSTEM

INTRODUCTION
1.1 Background of the Study
An identity document is any document which may be used to verify aspects of a person’s personality. If issued in the form of a small, mostly standard-sized card, it is usually called an identity card (IC) (Rajiv 2009). Countries which do not have formal identity documents may require informal documents. In the absence of formal identity document, driving licenses can be used in many countries as a method of proof of identity, although some countries do not accept driving licenses for identification, often because in those countries they do not expire as documents and can be old and easily forged. Most countries accept passports as a form of identification (Rajaraman 2016).
Most countries have the rule that foreign citizens need to have their passport or occasionally a national identity card from their country, available at any time if they do not have residence permit in the country (Rajaraman, 2014). A National identification card can only be issued to genuine bonafideNationals. Card holders can use the card to identify themselves as a National around the campus or outside the campus. The identity card is managed and administered by the (National Identity Card Association (NICA) of the school (Eliason, 2017).
Today, it is believed that the application of computertechnology in any activity would go a long way in making that activity much easier. To the research, this statement remains a theory until proven otherwise by the implementation of a computerized National ID-card processing system. It is also believed that benefits and advantage of using computers outweigh that of manual methods. This also wants to be proven beyond doubts by the researcher through the implementation of the new system (Bill & Billy, 2014).
1.2 Statement of the Problem
In examination of the main processing techniques used in ID-card processing system from the stage of data processing system to end stage of the processed ID-Card, a number of problem area are made known, which are as follows:
It has been noted that for Nationals to receive or collect their ID-Card in their various schools, they queen up for several hours from one unit of the processing center to the another with the manual processed involved in handling the National’s ID-card process, most of them waste the whole day in the processing center without getting their ID-cards. So National do waste a lot of time in taking information and retrieving the National’s records.
1.3 Aim of the Study
In looking at the already mentioned problems that is naturally parts of the conventional system, the aim of the study is to provide the description ID-card processing system for National’s information with users who have had a little communication with computer science.
The purpose of this study is not to replace record employees, but to assist them to increase on the processing work. This will go further completely to remove invalid processing of ID-card, which can be implicating to the Nationals, consequently, this will help the user to overcome stress and constancy of being overworked. ID-card processing system could help for optimum services to the public.
1.4 Objectives of the Study
This project will be tested based on the following aims and objectives:
(a) To examine the recent procedures employed in the country with regards to ID-card processing.
(b) To design a system with the capability of providing a wait-and-take processed ID-card.
(c) To design an ID-card processing system that ensures timely processing.
(d) To improve on the already existing system by designing a successful, secured privacy and reliable ID-card processing system that will help in providing complementary help to ID-card processing personnel through the availability of computerized information.
1.5 Significance of the Study
This research work would be unnecessary if it has no significance to humanity.
Firstly, the newly designed system would make other-higher institutions to see the need for creating a computerized National ID-card processing system to use in production of National ID-card.
Secondly, the knowledge that the new system has designed would make Nationals and invigilators contemplating on impersonation and have a change of mind for fear of being caught.
Thirdly, the designed of the system would provide jobs for system analysts and programmers contacted to build the system for other institutions.
Fourthly, National identity card is used to check out books from the library, register to vote on National union matters, and get National discount.
Finally, the research projects would serve as reference material to other scholars interested to further research on the topic.
1.6 Scope of the Study
As a result of the difficulties of development of an ID-card processing system for ID badge system, smart print, start, smarter system etc. this research has been limited to National’s ID-card processing.
- The processing covers all the school and department in IMT Enugu.
- The study also involves method of inputting data, outputting National’s information on the ID-card processing system

1.7 Definition of Terms
In order to do away with ambiguity, some terms and keywords in the context of this research are hereby defined.
Identity Card: It is a proof of the holder’s identity that includes a photograph.
Impersonation: The act of pretending to be avoid candidate in order to write examination for someone else using that person identity card.
Photograph: It is an image appeared on the identity card owner.
Verification: Is the evidence that proves that something is true or current.
