ABSTRACT
Biometric national identity card schemes are increasingly becoming common around the world and are also commonly considered as an essential social component. It is assumed that issuing national identity cards to all the citizens would help governments to combat social malice such as terrorism, illegal immigration, fraudulent activities, as well as enable the acceleration of the social service delivery mechanism. Nevertheless, the introduction of national identity card has been a matter of academic and policy debate. This review paper portrays an overview of the state of understanding about the benefits and concerns associated with biometric national identity schemes. Although there are strapping arguments with regard to the introduction of biometric national identity scheme, the unintended, unwelcome and unanticipated consequences of such a high-tech scheme must be critically assessed. It is suggested that in order to combat or control social threats and vices, social resistance is more important than the introduction and use of sophisticated technology.

Background of the Study
An identity document is any document which may be used to verify aspects of a person’s personality. If issued in the form of a small, mostly standard-sized card, it is usually called an identity card (IC) (Rajiv 2009). Countries which do not have formal identity documents may require informal documents. In the absence of formal identity document, driving licenses can be used in many countries as a method of proof of identity, although some countries do not accept driving licenses for identification, often because in those countries they do not expire as documents and can be old and easily forged. Most countries accept passports as a form of identification (Rajaraman 2016).
Most countries have the rule that foreign citizens need to have their passport or occasionally a national identity card from their country, available at any time if they do not have residence permit in the country (Rajaraman, 2014). A National identification card can only be issued to genuine bonafideNationals. Card holders can use the card to identify themselves as a National around the campus or outside the campus. The identity card is managed and administered by the (National Identity Card Association (NICA) of the school (Eliason, 2017).
Today, it is believed that the application of computertechnology in any activity would go a long way in making that activity much easier. To the research, this statement remains a theory until proven otherwise by the implementation of a computerized National ID-card processing system. It is also believed that benefits and advantage of using computers outweigh that of manual methods. This also wants to be proven beyond doubts by the researcher through the implementation of the new system (Bill & Billy, 2014).

1.2 Statement of the Problem
In examination of the main processing techniques used in ID-card processing system from the stage of data processing system to end stage of the processed ID-Card, a number of problem area are made known, which are as follows:
It has been noted that for Nationals to receive or collect their ID-Card in their various schools, they queen up for several hours from one unit of the processing center to the another with the manual processed involved in handling the National’s ID-card process, most of them waste the whole day in the processing center without getting their ID-cards. So National do waste a lot of time in taking information and retrieving the National’s records.
